Rule Changes for 2008 NCAA Football
A new 40-second play clock will be implemented for all but the last two minutes of each half. The 40 second clock will start immediately following the previous play being dead.
If a coach challenges a play called on the field and wins the challenge he will retain the right to challenge again.
Replay officials will be able to review more plays than previously allowed. Some of these include field goals, when players are ruled down, and when players are ruled out of bounds.

Showboating is out and players will be tagged with a 15 yard penalty for any display en route to the end zone.
Sideline warnings have been eliminated in favor of an immediate penalty for the infraction. The penalty will be 5 or 15-yards for unsportsmanlike conduct.
Chop blocks will be penalized more regularly due to a change in the language associated with the penalty. Any high-low combination block by two players during the same play can be ruled a chop block.
The collar tackle has been banned and will be penalized when a player pulls a ball carrier down by the jersey or
shoulder pads at the back of the collar.
Hits with the crown of the helmet or above the shoulders have also been banned and will be penalized.
